PEEB has released a new Working Paper, “How to Calculate Emissions in the Buildings Sector – a Step-by-step Guide”, providing practical guidance for professionals in the public and private sector for the development of GHG emission baselines for the buildings and construction sector.
Baselines are a fundamental for climate action and access to climate finance in the sector. They establish a status quo scenario against which emissions reductions from policies and projects can be measured and transparently verified. Without credible baselines, emission reductions cannot be accurately quantified, verified, or monetised, limiting the sector’s ability to access climate and carbon finance.
The Working Paper offers:
- Basic definitions of GHG emissions baselines and conditions for their application in the sector
- A structured process for developing credible, context-relevant baselines
- Guidance about methodological aspects for different activities in the buildings value chain and disaggregation on the building and project level (new construction or renovation)
- Considerations about data analysis and stakeholder engagement
The Working Paper will be updated and enriched in the future with the inclusion of case studies from PEEB partner countries’ own process of baseline development. It complements PEEB’s previous Article 6 publications: the White Paper on Methodologies and Viability for Article 6 Projects in the Buildings Sector and the Handbook for the Development of Article 6 Projects in the Building Sector.
