Our work
PEEB is a one-stop-shop to accelerate the global shift towards sustainable buildings. It leads the implementation of comprehensive measures to transform the built environment across four continents. Collaborating with partner governments and industry stakeholders on all levels, from single building projects to the broader policy environment, PEEB applies a modular and scalable approach. The Partnership is currently implementing four programmes – PEEB Cool, PEEB Med, PEEB ASEAN, and PEEB Climate Finance Incubator – that offer adaptable solutions for different regions in the world. PEEB’s work creates a better built environment for people and the planet by reducing energy demand, cutting GHG emissions, and enhancing resilience.
A joint effort for bigger impact
PEEB was launched by the governments of France and Germany at the 2016 UN Climate Conference in Marrakech. It is now implemented in partnership with 21 countries committed to advancing sustainable building and construction practices. It is jointly led by:
- Agence Française de Développement (AFD) and
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH
Programmatic activities in the partner courtiers are carried out through AFD’s and GIZ’s country offices and other implementing partners. The PEEB Secretariat operates from AFD’s headquarters in Paris and GIZ’s headquarters in Bonn. Along with AFD and GIZ, the French Agency for Ecological Transition (ADEME) participates in the steering of the partnership.
Internationally, PEEB collaborates with the Global Alliance for Buildings and Construction (GlobalABC) to support the global goal of doubling energy efficiency improvements by 2030.
Creating lasting change in buildings
PEEB’s approach combines financing from the French development bank AFD with policy support and training from GIZ to create long-term change in the buildings sector. AFD supports public and private developers with the skills and financing needed for large-scale, energy–efficient buildings. GIZ works to improve rules, policies, and financial systems and build capacity. AFD’s work promotes direct energy and GHG savings, while GIZ’s interventions ensure that these projects pave the way for future investments. By sharing knowledge and removing barriers to investment, PEEB helps make energy-efficient buildings more common, easier to fund, and sustainable for the future. It works with all types of buildings – schools, hospitals, homes, offices – to create real impact.

A flexible Partnership with tailored support
PEEB acts as an umbrella initiative, providing four tailored programmes to meet the unique needs of 21 countries. This flexible model makes it easy to adapt and scale solutions for energy-efficient buildings.
- PEEB Cool – Supporting 11 partner countries in hot climates across Africa, Asia, Eastern Europe, and Latin America (implemented by AFD and GIZ).
- PEEB Med – Supporting 7 partner countries in the Mediterranean region (implemented by AFD).
- PEEB ASEAN – Supporting all 10 ASEAN member states (implemented by AFD in collaboration with the ASEAN Centre for Energy).
- PEEB Climate Finance Incubator – Facilitating access to climate finance in 3 partner countries (implemented by GIZ).

Sustainable buildings for all
PEEB’s vision applies to all types of buildings and end-uses, new or to be renovated. It adopts a technology-neutral, adaptable approach to energy efficiency in buildings: the avoid-shift-improve framework. PEEB integrates key principles of better building design into its criteria for building projects.
