On April 2nd and 3rd, GIZ Albania organized a Planning Workshop to officially launch the Programme for Energy Efficiency in Buildings (PEEB Cool) in Albania — an initiative that aims to transform the country’s building sector towards greater energy efficiency and environmental sustainability.
The two-day workshop brought together key stakeholders and decision-makers from across institutions and sectors to collaboratively shape the programme’s future. The objective of the workshop was to co-develop a practical and inclusive operational plan for the implementation of PEEB Cool in Albania.
To begin with, the partners were introduced to Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) PEEB Enabling Facility and the French Development Bank’s (Agence Française de Développement – AFD) PEEB Investment Facility. Following this, GIZ’s PEEB implementation advisors, Albert Beele and Alkida Sina, presented the main findings and conclusions a scoping study they conducted. Aside from GIZ and AFD representatives, other participants of the workshop included representatives from the Ministry of Infrastructure and Energy (Ministria e Infrastrukturës dhe Energjisë), Ministry of Tourism and Environment, National Agency for Energy Efficiency (Agjencia për Efiçencën e Energjisë), the Construction Institute, and consultants. All the participants were actively engaged in discussions regarding current legislation on Energy Efficiency, shared challenges, institutional needs and upcoming opportunities in the construction sector. As the dialogue unfolded, one thing became clear: collaboration is key.
The workshop concluded with proposals to the PEEB Cool work plan that could reshape Albania’s buildings sector through policy, investment and capacity building. The strong engagement and commitment from all participants reflected a shared vision for a greener, more energy-efficient future in Albania.
