The urgency of climate action has made COP30 in Bélem the “implementation COP”. The Partnership for Energy Efficiency in Buildings (PEEB) will be on the ground, taking its expertise in innovation and best practices that translate to impacts on the ground.
PEEB’s presence at the Conference will approach different strategies to mobilise finance for implementation. Carbon finance, development banks, and subnational leadership will be on the spotlight to show that solutions can be implemented when we use the right frameworks.
Our activities will include the launch of a first-of-its-kind Handbook for the use of Carbon Market for buildings, sharing experiences from development banks and best practices from subnational actors in Argentina. In this high-level session at COP30, PEEB will gather financial sector and sustainable development leaders to discuss climate finance innovations and their potential to scale finance flows for sustainable buildings. Speakers will discuss how the finance and building sectors can take advantage of an evolving landscape of new finance taxonomies and carbon market regulations to close the investment gap in building energy efficiency and make this sector, which accounts for 34% of global GHG emissions and 10% of global GDP, a game-changer for climate action.

- Mobilising finance via Article 6 of the Paris Agreement for Buildings: PEEB will launch a first-of-its-kind handbook that guides project development through the steps of developing bankable Article 6 building projects.
- Article 6 insights from the ground: Nana Maidugu, Head of Sustainability and ESG, Nigeria Sovereign Investment Authority, will share insights from PEEB’s Article 6 work in Nigeria.
- Integrating sustainability into (development) financial institution operation, including the roles of pilot projects and public finance. Our partners in the Mexico Energy Ministry will talk about our impact in this session, which will explore how to unlock investment in building retrofits and accelerate their large-scale implementation. Intergovernmental Council on Buildings and Climate Ministerial Meeting
The first high-level political session since the creation of the Intergovernmental Council on Buildings and Climate will build on inputs from PEEB and GlobalABC’s Roundtable at Climate Week New York City, with the adoption of the Belém Call for Action on Affordable Housing and endorsement for the development of ICBC products and deliverables. PEEB’s activities are among the products and deliverables that contribute to the ICBC’s mission: PEEB’s Toolkit for Public Development Banks, pilot training programmes, and the capacity building initiative under the COP30 Presidency’s Plan to Accelerate Solutions are all leading the global path to more efficient and resilient buildings.
