The Programme for Energy Efficiency in Buildings in ASEAN (PEEB ASEAN) was officially launched! Financed by France through the Agence Française de Développement (AFD), it is a 4-year initiative to support ASEAN’s transition toward more energy-efficient, climate-resilient, and environmentally sustainable buildings.
As of 2020, the building sector in ASEAN accounted for 23% of total final energy consumption and energy-related CO₂ emissions. Without targeted interventions, building energy use is projected to grow by 90% by 2050. PEEB ASEAN was developed to address this pressing challenge while supporting the region’s goal to reduce energy intensity by 32% by 2025.
Raising awareness in Southeast Asia
PEEB ASEAN’s institutional component, implemented by the ASEAN Centre for Energy (ACE), aims to promote high energy and environmental performance standards in buildings through four key outputs:
- Enhancing the ASEAN regulatory and policy landscape,
- Improving knowledge availability via a digital hub,
- Providing capacity-building for decision-makers,
- Accelerating enabling activities in selected ASEAN Member States (AMS).
As implementation progresses, the programme will contribute to ASEAN’s regional efforts by strengthening policy frameworks, disseminating knowledge, and supporting AMS in transforming the building sector.
Discussing next steps
Held on 19 May 2025 in Malaysia, the kick-off meeting gathered 15 participants, including representatives from the ASEAN Energy Efficiency & Conservation Sub-Sector Network (EE&C-SSN), its Working Group for Buildings, the ASEAN Secretariat (ASEC), as well as invited International Organisations and Dialogue Partners (DPs). They discussed the programme’s objectives, implementation strategy, and work plan.
PEEB ASEAN was officially established with the grant signing on 10 June 2024 and is scheduled to run until 30 June 2028. The meeting also addressed the programme’s governance and management structure, which includes a Programme Steering Committee. Technical Working Groups with government representatives from each AMS will be formed to provide technical support, facilitate data collection, and engage national stakeholders.
An integrated approach for lasting impact
Another component of the programme, also funded and implemented by AFD, provides comprehensive technical support through PEEB ASEAN — from feasibility studies and design to construction and impact assessment — to promote energy-efficient and climate-adapted buildings. In addition to financing, PEEB ASEAN can offer investment grants to further encourage high-performance and bioclimatic design.
This dual approach, combining institutional support with investment grants and tailored project level technical assistance, ensures deeper and more sustainable impact — not only by creating an enabling policy environment, but also by supporting the implementation of exemplary projects that showcase the real-world benefits of energy efficiency and climate resilience.
