
On 7 and 8 May 2025, the Ministry of Energy of Djibouti and GIZ convened key national institutions, technical bodies, and academic stakeholders in Djibouti City for the operational planning workshop of the Partnership for Energy Efficiency in Buildings (PEEB Cool). Funded by the German Federal Ministry for Economic Affairs and Climate Action (BMWK) and the Green Climate Fund (GCF), and implemented by GIZ, the programme supports the establishment of favourable conditions for investing in energy-efficient and climate-adapted public buildings in Djibouti.
The workshop marked the first coordinated step towards implementation and led to four major outcomes:
- A jointly defined roadmap for investments in public buildings.
- A shared commitment to develop and adopt a national building energy code, including technical specifications and regulatory instruments
- A structured capacity-building framework to support the implementation of new regulatory and technical standards across public institutions and professional sectors involved in building design, oversight, and management.
- A knowledge management and transparency system, including an energy cadastre and practical guidance.
In her opening address, the German Ambassador to Djibouti, Dr. Heike Fuller, emphasised the strategic importance of the programme: “PEEB Cool does not come as an imported project, but as a facilitator of the dynamics already in motion in Djibouti.” She added: “This programme is not working for Djiboutian institutions, but with them, in a spirit of co-construction, aligned with national priorities.”


By launching this process, Djibouti reaffirms its determination to strengthen the energy performance of public buildings through institutional cooperation and technical planning.
