New toolbox empowers public development banks to boost energy efficiency in social infrastructure

At the Finance in Common Summit 2025, a new toolkit for integrating energy efficiency into social infrastructure projects was officially launched, marking a significant step forward in sustainable development. Developed through extensive collaboration within the Partnership for Energy Efficiency in Buildings (PEEB), the FiCS Coalition for Social Investment, and 15 development banks, this practical guide equips public development banks (PDBs) with the methodologies, tools, and case studies needed to drive impactful change.

Why energy efficiency in social infrastructure matters

Social infrastructure—schools, hospitals, and public offices—is vital for delivering essential services, particularly in times of climate-induced disasters. These buildings account for up to 15% of urban energy use, with healthcare facilities consuming 2–3 times more energy per square meter than commercial spaces. However, many were constructed decades ago with outdated systems, leading to high operational costs and energy inefficiencies.

As urbanization accelerates, the demand for public infrastructure grows, intensifying energy challenges. Retrofitting existing buildings can significantly cut energy use and costs, yet access to appropriate financing mechanisms remains a major hurdle.

PDBs Leading the Way

PDBs play a pivotal role in tackling these challenges by leveraging blended finance, de-risking private investments, and catalyzing large-scale funding for energy-efficient social infrastructure. Their efforts ensure that underserved communities benefit from cost savings, improved resilience, and enhanced comfort.

A Practical Toolkit for Scalable Impact

The newly released Energy Efficiency in Social Infrastructure Toolkit is a game changer for development banks, offering practical guidance to integrate energy efficiency into their operations. Built on real-world experiences, it provides:

  • Methodologies and frameworks for designing energy-efficient projects,
  • Financial instruments to unlock investments,
  • Case studies showcasing successful implementation.

By reducing energy costs and enhancing climate resilience, the toolkit directly contributes to the Buildings Breakthrough agenda and aligns with global climate objectives.
