PEEB Med is an initiative under the umbrella of the Partnership for Energy Efficiency in Buildings (PEEB) that will support seven countries in the Mediterranean region through technical assistance and finance.

Algeria, Egypt, Jordan, Lebanon, Morocco, the Palestinian Territories and Tunisia.
Context
Today, buildings and construction account for 37% of energy-related greenhouse gas emissions. By 2050, global energy consumption in the building sector is expected to double, while buildings’ need for cooling is expected to triple (IEA, 2018) with the Mediterranean region being especially exposed to the impacts of increasing temperatures.
In this context, it is urgent that countries in the region develop their infrastructures while reducing their climate-changing emissions and adapting to rising temperature and other climate impacts that are increasingly impacting people’s lives. That is why PEEB Med’s mission is to help Mediterranean countries transform their buildings and construction sector by advancing resilient and energy-efficient building design, construction and operation.
Financial provisions
In December 2021, the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR) of the European Commission approved 30 million EUR funding to scale-up the PEEB’s investment facility in the Mediterranean region. As a result, PEEB Med was launched at COP27 and has started implementation in January 2023 with a total budget of 460 million EUR.
Objectives
PEEB Med will combine technical project assistance integrating energy and climate targets in line with the respective Nationally Determined Contributions (NDC). The programme will support countries during identification, design, construction and operation of large public and private renovation and construction projects in the region.
In addition, PEEB Med will provide investment grants to cover the extra cost of energy efficiency measures. The objective is to lower the financial barrier and the perception of risk of investing in energy-efficient buildings.
Through their scale or their replicability, supported projects will demonstrate the viability of energy efficiency measures and induce transformation in the construction sector through more ambitious public procurement requirements and hands-on capacity building for buildings sector professionals.
AFD will deploy PEEB Med in close coordination with the Mitigation Enabling Energy Transition in the Mediterranean region project (MeetMED II) to disseminate knowledge and unlock synergies between policy support actions and energy efficiency financing.
Flagship Projects
Social housing, schools, universities, hospitals, health centers... PEEB Med supports partner countries from the identification phase through to the construction and operation of major public and private renovation and construction projects.
Expected results
The programme will directly benefit 14 million people and help avoid 1 million tonnes of CO2 equivalent over a 50 years period.
